Add a group ride announcement

Either have a timed announcement or a command for an announcement for certain admins.

  1. trigger (Either admin command or timed)
  2. Post group ride in Chicago Eskate
  3. Post RSVP poll to Chicago Eskate: "Do you plan on coming to the ride today?" "Yes" "Maybe" "No"
  4. Forward 2 & 3 to:
    Chicago Onewheel
    Chicago EUC
    Chicago E-Bikes
    Chicago E-Scooters
    (Am I missing anyone @tnertz ?)

add rate limiting

Make it so the bot cant get the same command sent to it multiple times in one chat. New people spamming the link or clicking the link over and over

Bot fails ~once per week and requires redeploy

For some reason, the bot fails with an ECONNRESET about once per week. Leaving this in the logs:

Not sure if this is because of unhandled things on my end, or if telegraf itself is bugged. Requires more investigation.
