This sounds like the application has been freshly installed on a system. Please try staring it and then run the script. If the error persist, could you show me the output of:
ls $HOME/.var/app/com.github.wwmm.easyeffects/config/easyeffects
Also, if by PulseEffects you mean the old presets for the older PulsEeffects software, the installation script from the master branch won't work. Instead, one can use the command from the pulseeffects branch

from easyeffects-presets.
