Ground spoilers arm not working about 787-family HOT 4 CLOSED

I tried to figure out a solution to this through various fcs properties and the spoilers arm property in the set files but it always kept saying the property didn't exist when it DOES – probably something I'm missing but I haven't for the life of me been able to figure it out @C-FWES or anyone else for that matter, please come through :)

I've come up with a solution that seems to work just fine for the engaging of the ground spoilers – it just might need some refining for the disengage portion. Testing the different scenarios (based on the factors at play in b787-spoilers.xml) would be appreciated 😉 hopefully this can be closed soon

After some testing it seems like both the arm+disarm and engage+disengage functions work fine (though bear in mind that to disengage, along with any of the standard factors [disarm with ctrl+k, apply reversers, or get airspeed below 72 kt] it seems you also should add even a little throttle so it doesn't keep invoking engage). Since this means the main problem here has been solved, I'm closing this, but by all means the mechanism could still be improved if you'd like – totally open to testing and suggestions! 😎
