I'm pretty sure this is a known issue with OpenRA in general, can you play other mods (Red Alert, Tiberian Dawn?) do they also get stuck?

there's a bug in the mesa gpu drivers that makes openra deadlock on load, see https://gitlab.freedesktop.org/mesa/mesa/-/issues/4847, you can work around it by setting an environment variable:
GALLIUM_THREAD=0

@WiredDreamcaster Other mods work fine, I had issue only with the Combined Arms.

Currently RV, SP, Fractured Realms, and TD works well, CA, D2K, RA are affected (TD, D2K, RA all versioned release-20210321). but this issue can indeed be walked around by setting GALLIUM_THREAD=0 .
