NEWS file: Rename to NEWS.GNOME (or such) and ship new NEWS file for caja-admin.

Reason: The versioning in the current NEWS file matches the versioning of nautilus-admin.

I downloaded the sourcecode but there's no CMakeLists.txt, so I get error when running cmake ...
I saw that there's Meson on source, but running it, meson builddir && sudo ninja -C builddir install, does not seem to install the package or at least it is not usable on Caja.

I have a simple question like the title states

Why did you choose Administrator instead of Root?
And would you consider to use Root?

If not how can i change this behavior myself?
edit: I found how to change the label names.

Could you look at pulling the latest commits from nautilus-admin? In particular this commit looks interesting assuming you don't mind being limited to relatively recent distros.

Steps to reproduce:

1. Install Ubuntu MATE 21.10 beta
2. Launch caja-file-management-properties from terminal

Expected results: terminal shows only three lines

Initializing caja-wallpaper extension
Initializing caja-sendto extension
Initializing caja-open-terminal extension

Actual results: terminal shows many lines like shown below

(caja-file-management-properties:6800): Gtk-WARNING **: 21:09:10.379: Failed to set text from markup due to error parsing markup: Error on line 1 char 26: Invalid UTF-8 encoded text in name — not valid “Python: \xcb\xe7%C\xb3U”

If user starts Caja and goes to Edit → Preferences and then to Extensions tab then ~/.xsession-errors fills with above messages.
