nconf should work on windows out of the box; however, currently there is a bug with npm on Windows. You can still manually install nconf, but until the npm issue on Windows is resolved, you will still see this message. If there is a different issue that causes it to fail please let us know :) .

Closing this. It is a bug in npm + Windows, not nconf. Also there is no need to install nconf globally: just run npm install nconf. In other words: drop the -g
from nconf.
