You can use the official mariadb image (as you already used in the mysql Dockerfile).
Dont build your own image, just add
image: mariadb:latest
to the docker-compose.yml file

The current docker compose file lacks an own network.

This means the container host discoverability can fail due to changing container names with docker compose.

Cancel in Create user

On an upgrade/update, the default user will be added again to the database.
However, if there are already users in the database (due to the docker volume), this is not necessary.
Not setting the variables in the .env file results in an empty user entry (username: "", password: "")

How about adding the default user on the flask side. This can check if users are already defined and cancel the creation of a default user.

Not logged in and visit

After logging in with the href in the url you get redirected to googe.com
