Dependency nodejs/npm:@actions/artifact released a major release and cause break changes, this is a tracker to track the upgrade progress:

Describe: Error when calling Write-GitHubActionsNotice with nothing specified in the File parameter
Version: 1.1.0
To Reproduce: Write-GitHubActionsNotice "Some Message"
Expected Behavior: To add the appropriate annotation

Calling the Write-GitHubActionsNotice command with just a message results in this error. This was working in previous versions.

The recent version v2.305.0 seems modified how to process annotations, and set a maximum character limit.

Based on a test, the annotations character limit is set to maximum 4096 characters (as of written this issue), where previously it can reach 600000 characters.

Users should check and keep annotations short and small to prevent get truncated.
