In hgwr function, before extracting values of the group variable, it needs to convert the original vector to a new vector of continuous numbers to avoid these situations:

• the original vector starts from 0
• the original vector is not continuous and has missing values

This operation can elimate some problems in C++ codes.

Refer hpdell/test-github-action-windows and configure CI for R in the way which is using in that repository. Because in the current way, if only R code is modified, we cannot just update R package without updating C++ package. They are sharing the same version number as the tag name. The new way allows us to add a tag like v0.1.0-r1 and extract the version number from DESCRIPTION file. IN this way, C++, R and even Python can hold different version numbers.
