release/1.3.0 is no longer "latest"

When "hooks_version_check" checks its own repository it reports:

Your security-git-hooks version is release/1.5.0 and latest is release/1.3.0. Please run the following command in this directory: "pre-commit autoupdate"

check for sensitive files fails if there is no repository.yaml

what I did:

took a standard git repository in which no repository.yaml file existed
added HMRC git hooks
ran git commit -m "add pre-commit configuration file" .pre-commit-config.yaml

what happened:

    Checking staged files for sensitive file types...........................Failed
    - hook id: secrets_filename
    - exit code: 1
