@igrep haskell-jp/blogの構成は https://github.com/arow-oss/blog からコピーしてきたものです。
titleとheadingはどういう風に違うかというと、 titleのほうはページの <head><title>$title</title></head> に入るもので、 heading のほうはページの <body> 内で使うものです。
Servantの記事を例で見ると、 title が「ARoW.info Blog -- Servant, Type Families, and Type-level Everything」で、 heading が「Servant, Type Families, and Type-level Everything」です。違うのが最初の「ARoW.info Blog -- 」のところだけです。
title と heading を別のものにしたい場合を考慮してこういう風に作ったんですが、例えば title をなくして heading だけを使っても全然問題ないと思います。

なるほど。
「ARoW.info Blog -- 」のような、ウェブサイト全体のタイトルを表す箇所は原則すべてのページに自動でついてほしい文言なので、共通化したいと思います（表記揺れなどが起きてしまうとダサいので）。
次のようなテンプレートに変えます。
<title>$title$ - Haskell-jp</title>
...
<h1>$title$</h1>なので、やっぱり title と heading は分けないようにしますね。
