I would also recommend searching for answers on https://raspberrypi.stackexchange.com and maybe look in to pi-hole since they are using RPi to resolve dns. There might be a firewall thing

Instead of 0.0.0.0 did you also try setting -r to the local network ip of the Pi? ie. The address other clients on the network will use for lookups

A few restarts later and it is now working.

I'm using hnsd -p 4 -r 0.0.0.0:53. And from my computer I can dig @192.168.1.54 3b
