Some people on the IRC channel are complaining about it, saying the spec says to use NOTICE not PRIVMSG.

"Please fix your irc bot to use NOTICE instead of PRIVMSG for the messages sent on channel join"

"That doesn't justify using PRIVMSG. Good practice, followed by practically everyone, is to use NOTICE for messages from bots, certainly for welcome messages sent to users joining a channel. For an example, see also freenode services bots that all use NOTICE for messages sent to users.
