Add `--set-timeout` flag

It would be useful to add a timeout flag for utilities other than the export-state command. Right now I'm tying to run:

subalfred get runtime-upgrade-block 9100 --uri wss://rpc.polkadot.io -lsubalfred::core::node

but keep getting Error: deadline has elapsed (probably because my internet connection isn't great atm).

Also, we should have some mention of the timeout feature somewhere. Happy to help on this if it makes sense @AurevoirXavier.

Arg `--at` Accept Block Number

This arg should support both block number and hash.
If the input is a block number, subalfred should fetch the block hash automatically.

Support Stable Toolchain

Hey,
This is a great project but it only seems to be possible to run it with +nightly, would it be possible that you can rewrite the threading logic so it can build with cargo build --release. Also this project should be published on crates.io so users can download it with cargo install

There are some differences between the CLI help message and the subalfred/doc.
