Configures a zookeeper cluster. Assumes there are two groups:

• zookeeper: all zookeeper hosts voting or not
• zookeeper-quorum: voting members of the zookeeper cluster

Assumption is that all hosts in the zookeeper group but not in the zookeeper-quorum group are observers.
