Dispatch event 'input' não gera validação para maxlength e minlength

Ao configurar o valor de um input via js document.getElementById('name').value = NAME; o addEventListener('input', fn) não é executado.
Para a execução ocorrer é necessário disparar um evento de forma manual: document.getElementById('name').dispatchEvent(new Event("input"));.
Único detalhe é que os atributos maxlength e minlength não se comportam como os demais e por algum motivo a validação se mantém inalterada. É possível replicar esse comportamento no teste form.validate.helper passando um valor > 11 e removendo o CUSTOM_CPF_VALIDATE. Resultado será um input válido.
