Same problem here.
In case that it helps to fix the problem. I once faced something similar in one of my projects. I changed the composer package name and then composer did not find it anymore. I do not know if it is the same problem but in my case I needed to remove and add again the package into Packagist.org.
Opening an issue into composer/packagist might also help. They are quite fast replying.

We cannot install the phar because we need to install it via composer dependencies.
It has nothing to do with the dependencies in our project. If you try it in an empty composer file, the last version found is 1.11.0. I think something is wrong with Packagist when reading you project tag versions

I was able to install the latest version with *
:
