You need to run cachetool in the server where you hosting your website. You need to understand how you're running PHP, if its running in php-fpm or apache, or some other configuration.

If you are using php-fpm, then you have to figure out where is it listening (by default it listens on port 9000), if you use apache, then you have to tell cachetool to write a file to a specific folder in your subdomain and tell it to call that file from a publicly accessible URL. for example: cachetool opcache:invalidate:scripts /path/to/your/subdomain --web --webUrl=https://subdomain.yourdomain.com --webPath=/path/to/your/subdomain

from cachetool.
