yes and no, this one should be FCB which disables it without using filters.

To bring this up to date:
I imagine the result of this PR would be that with disabled Olympus comm, the flow would be just like in case of a private module. otherwise, flow as described in docs

2. on fail, VCS, fill cache synchronously.
