Add translated subtitles to videos about introduction-to-github HOT 3 OPEN

Just wanted to provide a quick update here that there's an ongoing internal conversation about how to approach this. I've cross-linked this issue to that thread and we'll update here if/when we find out more.

I'm not sure how we could go about this. I would assume different video hosting platforms have different options, and of course we could keep transcripts and translations in markdown in a repo somewhere that we could link to from video descriptions.

@a-a-ron, what would be your advice for how to approach transcripts and translations of videos?
