Seems like this environment variable acquisition is failing: https://github.com/GeoDaCenter/covid-histories/blob/main/pages/api/files/_s3.ts. The error in the workflow is Error Error: Region is missing
from covid-histories.

I've added the the acquisition of these AWS-related variables through repo secrets directly into the YAML for this workflow, and it now completes as expected. Closing this ticket.
