Missing `--no-acl` and `--no-owner` When Copying to Heroku Postgres

When copying a local Postgres database to Heroku, ownership errors cause the pg_restore to fail.

As per the Heroku Postgres docs, the --no-acl and --no-owner flags should be used with pg_dump and pg_restore.

Adding these flags to PostgresDatabase fixes the issue, though that solution is doubtfully the desired default behavior for other scenarios handled by dbcp.

Possible solutions

  1. Create a Heroku Copy strategy to specify platform-specific import/export commands
  2. Treat Heroku Postgres as its own database type, with its own flags
  3. Allow for arbitrary flags to be passed into dbcp
