Add additional test runs for CI (main) & PR Comment Commands

What is the problem this feature would solve?

Run bun, deno and browser tests (as applicable) on main and also allow running these in a PR through a comment command (e.g. /testall)

On main, run all these without sharding (to save runner count)

Automatically manage tsconfig project references and path aliases with a script

What is the problem this feature would solve?

Create a script that

  1. generates path aliases for tsconfig.base.json linking to all packages within the monorepo
  2. generates project references for the global glossary tsconfig.json and tsconfig.build.json
  3. generates per-package project references (in tsconfig.src.json, tsconfig.test.json, etc.) based on the actual imports within the respective import paths.
