Config error handling

If you forget to supply a nick in config.json, a stacktrace like this will
be shown:

TypeError: argument of type 'NoneType' is not iterable

A nicely formatted error message would be preferrable.

Flush logfile on interrupt

When you kill pybot via Control-C, the logfile is not written correctly. You should probably catch the KeyboardInterrupt exception top-level and flush the logfile.

Make plugin_manager registration functions Decorators

This would improve style and readability.

Implement Floodprotection

Make sure the flood protection of the servers isn't triggered.

Document command type

It is used in the Plugin Development section of the wiki, but never explained.
