create a way for other mods to alter hand behavior, e.g. for enchanted tool variants w/ increased range, without needed a new tool for every range

currently there's a GUI, but it doesn't do anything, and it's not complete.

skinsdb does its own thing w/ hands, need a way to account for that

without being able to add new ability. e.g. don't disable "crumbly", entirely, but make it take a bit longer.

preferably, i'd get someone who actually does UI stuff to improve it...
