Upgrade ckanext-doi to support ANDS DOI minting service. Get ANDS DOI minting credentials (requires registration).

Currently there's a datacats issue datacats/datacats#253 addressing the "site_url not persisting" bug, a fix is in discussion. This issue can be closed as soon as the resource proxy and leaflet previews work.

Install base packages, datacats, CKAN on LG infrastructure and update docs where necessary.

Result: A vanilla CKAN instance is running on the designated URL, e.g. data-dev.wa.gov.au

Create ckanext-harvesting fork once florianm/ckanext-harvesting customisations are merged upstream; until then, use florianm's fork.
Update documentation, send as PR to datacats docs.

Add spatial widgets and spatial_form.js module to support drawing; add spatial previews
