So after doing a little bit of digging, anyone who is experiencing this problem on Windows just add the steam folder to your AVs exceptions list. In my case it was Bitdefender that was messing with the steamwebhelper.

You are a legend! I had the same problem just out of the blue, tried everything...Read your comment just now, I also have Bitdefender...added steam as an exception...and BAM I didn't even click on steam and it launched no problem!
So yeah solution if you have this problem on Windows 10 and you have Bitdefender:
Add your steam folder as an exception in Bitdefender's threat protection section.

Once again you are a life saver man... aslo I hate Bitdefender.

So after a bit of digging, anyone experiencing this issue on Windows simply adds the Steam folder to the AV exceptions list. In my case, Bitdefender was messing around with steamwebhelper.

It worked for me too. I also did some additional tests. I can say that if you haven't updated your Steam, everything works fine. My other Steam computer was working offline until I installed an update. Malwarebytes, on the other hand, didn't cause any problems. Turning it off didn't change anything so it's probably Bitdefender fault.

Exclude booth Steam.exe and steamwebhelper.exe from %STEAM_INSTALL%Steam\bin\cef\cef.win7x64 from your Bitdefender application, use the default exclusion settings.
!!!Never add an entire folder to an exclusion! This may lead to launching malicious applications that are installed in your Steam directory! Some Steam games can be malicious, so don't exclude the entire Steam folder.

Remember to check the exclusion later on, and disable it when Bitdefender or Steam itself fixes the issue to stay secure.

For me (steam flatpak), steam only opens either by running flatpak run com.valvesoftware.Steam, or by going into gnome software, finding steam app page, and then clicking "open". Really weird, it's not working only when searching steam in the app menu and then opening it.

Strangely, if I run this from the command line it seems to run fine. Using the icon in Gnome fails every time.
Location of the .desktop file I used to get the command line: /var/lib/flatpak/exports/share/applications/com.valvesoftware.Steam.desktop

@winchjr If you're not using flathub, then participating in "New steam UI does not open if run with DRI_PRIME=1" might make more sense, although you're using primusrun rather than DRI_PRIME=1. I originally commented here by mistake.

For me it depends on whether I launch Steam using the Integrated or Discrete graphics card.

If I run a terminal using the integrated graphics card and run flatpak run com.valvesoftware.Steam it launches correctly.
If I run a terminal using the discrete graphics card and run flatpak run com.valvesoftware.Steam it gets stuck in a loop and doesn't run. Clicking on the gnome icon uses the discrete by default.

This is on Fedora Silverblue, on a laptop with dual amd cpu/gpu.

It was also working fine before todays update.

I get the same thing. Very interesting catch.

I have an integrated GPU, but my monitor is only connected to my discrete GPU. If I right click the Steam icon in Gnome it gives me the option to "Launch using Integrated Graphics Card", which I believe means it uses discrete by default. This goes into the loop.
If I right-click the Steam icon in Gnome and select "Launch using Integrated Graphics Card" then Steam launches fine.
If I launch gnome-terminal and specify the discrete graphics card I also get the loop.
The default launch of the gnome-terminal, which I believe it thinks is the integrated graphics card, then Steam launches from the command line just fine.

I had the same issue and I just did a bit more digging today, turns out that launching it normally* works fine, but breaks when I run it with env DRI_PRIME=1 steam to have it run on my laptop's dedicated GPU.

*What I mean by normally is by running the Steam binary acquired from a mirror of openSUSE Tumbleweed's Non-OSS repository via this wrapper script I made to make Steam and all of its games use my dedicated GPU, prefer a newer version of OpenGL, and filter out log messages that are too prevalent.

I've had issues with Bumblebee before, but this doesn't seem to be related to Bumblebee. Core symptoms:

Have to start any steam application with primusrun like usual
Doing so will run the application like usual, but every 5-10 seconds, the center of the screen will freeze (approximately where the Steam desktop UI should be, if it were open) briefly, and interrupt whatever task I am doing for a split second
Since I have to run everything from terminal, I can see the output that repeats every 5-10 seconds:

I've tried using -no-cef-sandbox and it merely changes that line to saying "cef sandbox already disabled", but still freezes the screen/system periodically
System monitor shows spikes in cpu usage when the screen freezes, as well as numerous (going from 1 to 10,20,30 etc) steamwebhelper processes appearing briefly when the cpu spikes, then returning back to 1 steamwebhelper process
Opening Steam by "running with dedicated gpu" option on start menu, or running via terminal without primus will not open the application correctly (this was the case before as well; always have to open with primusrun )
the libtinfo line was there before this problem, and probably unrelated
Even if I minimize the Steam UI, it will still interrupt. The only thing that prevents the interruption is shutting down Steam entirely.
Judging by the other threads I've found, this seems to be a linux issue in general. Possibly a library update that came with the new GUI update?
The GUI itself loads fine, and I can access it as long as I don't open Steam with primusrun, and instead open it without primus (yet of course I can't open any application without primus)

For others using Bumblebee/Primus like me, if running from terminal doesn't work, put

primusrun %command%

in the game launch option commands.

this didn't happen to me before (even with the UI update) but now on fedora latest version it keeps crashing, didn't crash before and just started crashing after the restart of a system update, and it keep flooding notifications with 'steamwebhelper quit unexpecetfly'
I can launch it with flatpak run com.valvesoftware.Steam

It was working fine yesterday, and now today, it seems unable to open at all.
I've tried:

Uninstalling completely, removing any leftover folders & reinstalling
Set parameters to -no-cef-sandbox -no-browser +open steam://open/minigameslist
Windows Run (CTRL+R): steam://flushconfig

I see some solutions worked here for folks on Linux. I'd appreciate any similar workarounds for the Windows version.

I had the same issue. Couldn't figure out what the heck it was. For me it was my anti-virus bitdefender. this might not work but hopefully it does for some people. Turn off your anti-virus for the folder that your steam is in

Hmm, I'm experiencing this now, too. But, I'm sure it wasn't the first UI update; I'm sure that worked fine because I remember noticing the new spash/loading/startup image a week or so ago. Since then, however, I've got a few weekly updates from my distro, newer minor-minor kernel version, etc.

Have there been additional UI updates since the major one?

I tried disabling all the graphics acceleration in Settings > Interface, as recommended here: https://help.steampowered.com/en/faqs/view/6C3E-9504-CC20-AF49
and that doesn't make any difference. And, as has been reported above, webhelper works when Steam is started from command line. That makes it seem like an ENV issue, but I don't know what that would be.

@begota98 That is likely because somewhere along the way PrefersNonDefaultGPU=true and/or DRI_PRIME=1 were set by clicking the icon, whereas launching directly from the terminal avoids that.
