Palette tool performance

Due to

Unnecessary array cloning.
Repeated distance calculations.

Here is some typescript code that I believe resolves these issues.
Note that I have hard coded the X11 colours as I am using an updated version of chroma-js and imported the npm package instead. Refactored to get_palette so the best score logic can apply to any initial colors and not just x11 colors filtered by luminosity.
