Add in the ability to administer large amounts of users, perhaps from file.. as requested by @txels

You can expand this to have an option where you can store the public keys somewhere where they can be retrieved by a user with a given permission, a group of developers thus would have access to each others public keys that they can use when they need to.

Add a setup.py, and submit to pypi, add a binary for convenience, ensure available tasks can be listed of without the -l argument

Add a test suite for testing the tasks
