Anon db is not shufled on new user creation

Generating csv crashes server sometimes. Appears to be caused by db.json not being closed.

Create a model user that the server checks against each time a user connects. If the user data does not contain some fields, the server should send a list of missing fields to the client. The client should display the questions in sequence then send updated user data to the server along with connection information.
