Add support for storing error string and other miscellaneous strings in the localization class.

Add support for buying a tile from the basic supply, including burning a tile from the market.

Finish completing the metadata, eng localization, and other required files for the Suburbia pack.

The localization system uses magic integers. The code would make more sense with magic strings or enums instead. This would also make it easier to hand-make localization files.

The original motive for creating multiple tile classes was to minimize the amount of data stored on disk and transmitted during multiplayer gameplay. However, it is quite clear now that the multiple classes have made the repository much harder to understand.

Storing and transmitting more data should be fine because:

• This is a turn based game
• The amount of data to transmit is not very large

And hence, any optimization done in this area probably has little return. Remove the multiple tile classes and simplify the code.

Add doubling tile option to game, including burning a tile from the market.

Add ability for user to lake a tile.

Button should hide and show the market UI.
The button itself should be like a little tab at the end of the market with an arrow pointing which way it will expand or compress.
