For 2 you could adventure in writing a custom fact that detects the installed version and gives you this information, it's not difficult to do.
The problem is that the fact will return something after the package has been installed so it won't be possibile to have a correct value at the first puppet run.
I suppose option 1 could be a working alternative, even if not so clean...,but a symlink more doesn't harm, so it's probably the best choice.
