Add /infra workspace to monorepo
Set up pulumi project in /infra

Delete user if matches signup phone # & phone not verified
This enables users to redo signup if they previously completed the initial signup form, but then abandoned the verify phone # step.

Post-confirmation lambda trigger to send an email w/ verification link.

Can probably cook link using aws sdk to grab email verification code.

Will need to send using SES. Not possible to do email verification from Cognito when SMS verification is enabled.
