What we have asked for is delegated user-access. Might not be what we actually want. Talked with Arild Eikeland, and he was unsure if we would get delegated email sending approved because it would work like an email-client.

User read/search
For our delegated accesses, the admin-consent-workflow should be enough. So I'm not sure if we need a service-now ticket for this.

Admin consent should in general be requested using Admin consent workflow. Contact Azure AD App Consent if the workflow is not an option for you.
