Network crash if device is offline

There appears to be an issue causing the network to become unusable until I restart the machine running this tool (or ctrl-c to abort). This happens if the device you are targeting is offline (not currently connected to the network).

Steps to reproduce:

  1. Remove device from your wifi
  2. Run "sudo python3 arpspoof.py TARGET_IP -f"
  3. Network no longer usable.

[BUG FIX] sysctl is located in : /sbin/sysctl on some linux (and maybe elsewhere on others)

Python version :Python 3.7.3
OS : Raspbian GNU/Linux 10 (buster)

sysctl is located in : /sbin/sysctl

How to trigger the error :
sudo python3 arpspoof.py 10.185.2.10 -f
