End users should be able to upload files through the Discord interface

With ffmpeg, any files under 3 seconds would refuse to play. Using NAudio, media files down to 1 second play properly.

Ideally we could play arbitrarily short media files.

I'm not sure where there limitation lies, but if I had to guess, some part of the pipeline is throwing away partial buffers. If it lies somewhere out of our control, we could pack the trailing buffer with some valid but inaudible data.

• Discord.NET P/Invokes into two binaries of which we have committed the Windows x64 versions. This will need modifying so the correct binaries are loaded for each platform
• NAudio appears to be in large part a wrapper around Windows Media APIs like MediaFoundation. We'll need an additional later of abstraction here to make it cross platform. Just a thought, we could fallback to requiring a correct build of ffmpeg somewhere in PATH

We already have implemented list, play, and upload. Why not:
