Implement the decoder

The demultiplexor will be able to extract audio/video data from any video format which FFMpeg supports. It is important that getting high-resolution frames should not exhaust CPU very much and it should not take too much time.

Implement the encoder

The encoder will compress frames and audio samples to a target format which will be decided later.

Make a desktop app to make use of the program

A desktop app will be developed. The user will be able to choose a source file and a target resolution. The gui will probably developed using Xamarin for a quick way.

Decide the tool which we will use for decoding/encoding.

Image resizer

An image resizer will be programmed. Input is a raw image with height and width information and a target resolution. Output is the raw image with the chosen resolution.
