UI View Results_View_Seatdistribution_Bundestag results nothign and thus the Seat-Distribution page for 2009 show no results

Most notably it returns participation rates > 100%

FOREIGN KEY references form vote to Candidacy and Landesliste are currently not checked to belong to the same year.

Candidacy needs the following constraints

• A party can only support a single candidate per Wahlkreis
• A party can only support its own members
• A candidate can only run in one Wahlkreis
