Reopening because I can't read. This is about showing an update would require a restart before you install it. Not that it now requires an update after you've installed it.

Debian/Ubuntu does not provide a flag to indicate if a package will require a reboot. http://askubuntu.com/questions/674967/how-to-check-if-installing-a-package-will-require-a-reboot
The only way to know that a reboot is required is if the package creates a /var/run/reboot-required file before installation is completed.
This requires you to install the package to find out.
It is possible to add a warning flag that a package requires a reboot. No current software respects this hypothetical flag.

Gonna punt since this is an enhancement not a release blocker

I think this is technically closed since we now restart for all PackageKit updates and flatpak updates shouldn't require a restart
