Add more language support in pyments

Get rid of "IE=edge,chrome=1"
The site is not validating, just because of this line:
<meta http-equiv="X-UA-Compatible" content="IE=edge,chrome=1" />
find a suitable solution. do we need chrome=1 ?
it is not supported anymore...
can we just leave IE=edge ?
once we do this we can automatically validate with travis.
Getting Started Guide: rename files by "name"
Elixir Issue Tracker: elixir-lang#442
There is one crucial issue with the Getting Started Guide: File names use numbers, not names. This will cause the site to break when pages are removed, or new pages are added.
In order to to this we need to device a way to store the page order for each section of the guide.
Link to callbacks in GenServer guide
Link to the Callbacks sections, and to the callbacks themselves.
Move Table of Contents right above the first heading
It's not good to have the TOC as soon as the page starts.
If we click on the first link, we miss the text between the TOC and the first heading.
Add html redirect from "project directory" to the "listing of the project documentation"

Update links to documentation: to support new feature (load inside frame)
Once the the docs are updated with the latest version of ex_doc.
update the links, so we can use this new feature
Create index page for `Getting Started Guide`

It's a better solution than redirection.
