v1.3.1 of the eHSN GUI is unable to load any files from v1.3 or earlier, since they all are missing the <surveyedBy> element in the <LevelChecks> node.

The GUI is failing silently, and behaving as if the following XML content is empty.

There are some privileged FTP credentials hard-coded in the source code.

It's just used to retrieve the version check message. There are better approaches that won't require baking in secrets like that.

I'm going to propose some code that will allow the eHSN to upload an eHSN file directly to an AQTS NG system. I'll raise a pull request, but there is no need to actually merge this change.
