Consolidate all load functions into a script to import from.

Example:

streamlit/pages/CollisionVisualization.py contains load_colision_data(fp) that can be potentially used by other scripts.

When "completed" project to publish, run the following command to generate text file

$ pip freeze > requirements.txt

Add the following to readme to help users to set up environment:

pip install -r requirements.txt
