ipd-viewer's Introduction

IPD v2.0

Indicators of Potential Disadvantage (2021)

The IPD analysis identifies populations of interest under Title VI and EJ using U.S. Census American Community Survey (ACS) five-year estimates data and maps these populations in each of the Census tracts in the region. Each population group is an “indicator” in the analysis and includes the following:

  • Youth
  • Older Adults
  • Female
  • Racial Minority
  • Ethnic Minority
  • Foreign-Born
  • Limited English Proficiency
  • Disabled
  • Low-Income

ipd-viewer's Issues

Add location information to IPD Tract-level data

Update IPD dataset on DVRPC Open Data Portal to include MCD and County names. This is important information for users accessing and review IPD scores and analysis for their desired township or borough.

Image sizes and consistency with application

  • Homepage image: Size is a little small. Font style and colors don't match the rest of the application
  • Methodology image: Text is too small to read. The resolution is too low.

Toggling IPD layer still shows old graph

After selecting a population group (any) and then selecting the first dropdown option (IPD) again, the graph for the old population group selection will remain.

The graph should disappear and be replaced with the IPD scale.

Add a "how-to-use" or help information/instructions

Based off staff and BETA users questions and issue it would be beneficial to create a "how-to-use" document with descriptions and images helping users understand and get the most out of the web mapping app.

  • "What does the +/- mean?"
  • "How do I download the data"?
  • "Oh, I can change the opacity level?"

Resize IPD gradient chart

Right now the right side of the IPD gradient chart gets cut off. No need for it to be the entire width of the sidebar, so resizing it seems like a good idea. See attached PNG

Data Download Links

  • Link to open data broken. Just gets 404'd at the moment
  • Indicator data incorrect. Doesn't include data update from 4/11/2018 and still includes tracts with no data

remove legend modal window

In its current form, this is pretty unnecessary. Going to suggest its removal unless there's a reason otherwise

Validation and accessibility issues

  • element id attributes are not unique
  • images do not have alt tags
  • link text color does not have enough contrast
  • footer and .location-list link hover color is invisible against background
  • external links do not use rel="noopener"
  • base font sizes are smaller than 16px

Highcharts width issue

The Highchart instance is pushing the side bar div width beyond its limits. This causes the horizontal scroll to appear.
Update to limit to available DOM parent width as the horizontal scroll is unnecessary

Homepage Redesign

The homepage as is doesn't have much consistency. The cards don't line up, spacing is inconsistent and the arrangement of elements doesn't seem to follow any flow. I cleaned it up and redesigned the homepage, let me know what you think:

old: http://staging.dvrpc.org/webmaps/IPD_V2/index.htm#home

new: http://staging.dvrpc.org/webmaps/IPD_V2/index-2-electric-boogaloo.html#home

I didn't create a branch or pull request because I haven't consulted with anyone and it makes some pretty substantial changes so I want to give you all a chance to look it over before making it official in any way.

Indicator modal text

Every indicator still has holder text The data for this indicator can be downloaded in the NAME HERE tab.

update with 2022 data

  • update home page ASC 5-year
  • update population group bar charts
  • change field names based on new field alias

Several SNOW ticket request changes submitted 3/14 by SAkins

  • 1. Change the text under "Equity Guidelines for Federal Agencies" section on the homepage to the following[NOTE: I can't link text in Snow but use all the same links for the guidelines that are in the "Purpose of the Indicators of Potential Disadvantage (IPD)" section]: Use this resource as a foundational start to identify populations for your equity analyses [BOLD TEXT]. For more guidance on how to conduct an equity analysis, please see Federal Highway Administration’s (FHWA) Environmental Justice recommendations (2017) [ADD LINK], FHWA’s Title VI and Additional Nondiscrimination requirements (2017) [ADD LINK], Federal Transit Administration’s (FTA) Environmental Justice policy guidance (2012) [ADD LINK], and FTA’s Title VI requirements and guidelines (2012) [ADD LINK].
For additional information on the Commission’s Title VI and EJ activities, visit DVRPC’s website: Title VI and Environmental Justice. [ADD LINK]

  • 2. Data Download button on the homepage did not work when I clicked it.

  • 3.) Change years under "DVRPC Analysis" text on the home page to: U.S. Census American Community Survey (ACS) 2012-2016 five-year estimates data

  • 4.) In the map view under the "IPD Indicators" section when you click a tract, add link to data portal after the following text: The information below provides the estimated percentages, Margin of Error (MOE), and IPD Score Classification of our nine indicators in reference to U.S Census Tract 3020. The entire set of indicators data and scores may be downloaded from our Open Data Portal for further analysis. [ADD LINK TO WHERE OPEN DATA PORTAL IS]

  • 5.) When I click the little "i" button next to each indicator in the map view, it takes me to the last "i" button I clicked rather than the info for that indicator. Could this be changed so the tab with the info for that indicator pops up when you click the "i"?

  • 6.) Change text on Racial Minority data card in the map view to: of residents identify as one or more racial minority

  • 7.) The "i" next the the "IPD Scoring Analysis" on the map view should be linked to the "Methodology" page, not the explanations for the indicators.

  • 8.) In the map view under the "IPD Scoring Analysis" section when you click a tract, add link to data portal after the following text: The information below provides tract-level IPD scores and percentages for our nine indicators. The entire set of indicators may be downloaded from our Open Data Portal for further analysis.[ADD LINK TO WHERE OPEN DATA PORTAL IS]

  • 9.) Add back in the municipality to "Cenus Tract" header in the map view.

Tracts with no data are being displayed incorrectly

There are several tracts that do not contain any data and have values of -9999. They are currently being displayed as "well below average" when it should be made clear that they are not on the spectrum of analysis.
