The packages python-dateutil and pytz are referred to in the code, but are not in the requirements.txt file.

In multiple places the assumption is made that there is always a contest. This might be true is production, however this is not proper defensive programming.
The package wsgiref should be removed from the requirements.txt file.
Motivation
Since wsgiref is a part of standard Python distribution since 2.5, there is no need to distribute the wsgiref implementation with the app. Trying to install the wsgiref package on Python 3 will fail.
