Actually you can disregard it or take it as an enhancement request as I mis-understood what the fallback is for. Just realized it after re-reading the information.
It falls back if push is unavailable as an option.
Request: Allow for autopush to fallback to an alternative method if the primary method times out. This should only happen if it actually times out (doesn't get approve or deny response from the push).

Yes, "autopush" tries the first out-of-band factor the user has configured. I've filed a feature request with your suggestion for falling back to the next-best factor automatically. It could be useful if the user is unable to use push for some reason -- otherwise the user cannot choose a different factor without admin intervention in integrations with no UI. Thanks again!
