$new_pid is unused in the do_restart section
$new_pid is populated once _find_start happens, but nothing is actually done with it.
It looks like the:
if ( $self->pid_running($old_pid) ) {
my $failed = $self->_send_stop_signals($old_pid);
return 1 if $failed;
} else {
$self->pretty_print( "Not Running", "red" );
}test should probably check for the new stuff running.
