I would like to access the constants such as IMAGE_URL outside the package, in RequestHandler (in services package).

Shouldn't the RequestReplyMessageBase class be public?

Just an FYI, your life will be a load easier if you use markdown instead of html to maintain something of that size. Just saying :-)

Instead of

should be

    public final static String tempMin_JSON = "temp_min";
    public final static String tempMax_JSON = "temp_max"; 
    public final static String seaLevel_JSON = "sea_level";
    public final static String grndLevel_JSON = "grnd_level";
