php syntax checks should ignore vendor

The upgrade plugin for example contains some vendor files that do not parse on lower PHP but aren't used anyway.

Allow plugins to set minimum and maximum PHP version

Plugins might not be compatible with the latest PHP release yet, or they might no longer support some lower PHP versions even when stable still does so.

It would be cool if we could have optional minphp and maxphp keys in the plugin.info.txt and that would be used to skip php versions in the matrix and set the RECTOR_MIN_PHP envirnoment.

deleted.files

deleted.files is easy to overlook, would be nice to have a manner to let propose it. Not sure if this is the best place and if checking every commit could be a bit too often.
