specify required CHANGELOG formatting

Here's my CHANGELOG, and I ran carriage-return -l minor and I get this error:

node_modules/@dmfenton/carriage-return/index.js:53
  return changelog.match(/\[(\d+\.\d+\.\d+)\](?=: https)/)[1]
                                                          ^

TypeError: Cannot read property '1' of null

Looks like I needed to include the compare links at the bottom. I did that, then I get: Moving from 1.2.1 to 1.3.0 in /Users/tom6947/code/esri-loader/CHANGELOG.md as I'd expect, but, no changes are made to the file.

Are there other formatting conventions I need to follow?
