Type inference for @Component decorator is not working anymore.

Describe the solution you'd like
Either, a change using this method:
class MyComponent extends mixins(Component({ tagName: "", templateUrl: ""}))
or
Update the docs to specify that the type must be explicit

Either solution is fine. Maybe update the docs first and then later look for a solution that would resolve the problem.

Describe the bug
One of the main jobs of this project was to make the experience of working with HTML imports better. Overall, I believe this was successful but HTML Imports are being removed from Chrome and never were added to other browsers. This means that this project needs to be overhauled to use ES Modules to import the HTML. There are not a lot of resources that I've found so far about using ES Modules for HTML templates, but it does look like it is either in the works or may already be working. See: WICG/webcomponents#645
